Job Title: OSP Construction Project Manager

POSITION SUMMARY
Are you a results-driven telecom construction leader who thrives on accountability, precision, and getting fiber in the ground? Joink is looking for an experienced Construction Project Manager to own the end-to-end execution of our fiber-to-the-home (FTTH) builds across our footprint. In this high-impact role, you’ll drive production, and serve as the system owner for Vitruvi—ensuring every project is tracked, documented, and delivered on time. • Primary point of accountability for all construction subcontractors
• Cross-functional coordination with Engineering, GIS, Splicing, and Fiber Operations teams

ESSENTIAL FUNCTIONS

1. Manage end-to-end OSP fiber construction projects, including planning, scheduling, field execution, reporting, and closeout.
2. Coordinate and oversee internal infrastructure teams and subcontracted construction crews to ensure all work meets specifications, timelines, safety standards, and quality benchmarks.
3. Translate network design deliverables into field-ready construction plans and communicate clear scope expectations to subcontractors.
4. Track daily and weekly production targets; hold subcontractors accountable for footage built, passings delivered, quality, rework, and compliance with standards.
5. Lead weekly production meetings to review progress, identify blockers, and establish forward-looking plans.
6. Serve as the internal system owner for Vitruvi, ensuring accurate, timely, and consistent data entry across all projects.
7. Generate and maintain dashboards, reports, and forecasts to support internal planning and executive visibility.
8. Maintain accurate 6-week forward construction projections, including planned footage and passings; submit variance explanations for missed weekly targets by Thursday each week.
9. Support financial forecasting and budget tracking with real-time progress data and change-order inputs.
10. Manage the construction-to-GO-live handoff, tracking cycle times from construction completion to splice completion, and verifying all required documentation, redlines, as-builts, and QC items are submitted and approved.
11. Partner with Engineering, GIS, Splicing, and Fiber Ops teams to maintain project data integrity and workflow continuity across all systems.
12. Visit active job sites as needed to assess field conditions, resolve issues, and verify quality standards are being met.

KNOWLEDGE, SKILLS, AND ABILITIES
• Deep working knowledge of OSP fiber construction methods, including aerial and buried plant.
• Strong understanding of footage-to-passings conversion, productivity modeling, and production rate forecasting.
• Proficiency with construction and project management software; ability to own and drive adoption of Vitruvi.
• Ability to interpret construction prints, fiber network designs, and redlines.
• Strong communication and accountability skills; demonstrated ability to hold internal teams and subcontractors to production and quality standards.
• Analytical mindset with the ability to produce accurate forecasts and performance dashboards.
QUALIFICATIONS
• 3–7 years of experience in Telecom OSP construction project management.
• Proven track record managing subcontractor field crews in fiber or telecom construction.
• Valid driver’s license and willingness to visit job sites as needed.
• Candidates with the following experience will be given priority consideration:
o FTTH builds, aerial/buried fiber construction, and permitting workflows.
o Splicing workflows and construction-to-splice closeout requirements.
o GIS-based design review tools such as Vetro, 3GIS, or OSPInsight.
WORKING ENVIRONMENT
• Full-time, salaried position.
• Mix of office-based work and regular field site visits.
