Joink, LLC was founded as an Internet Service Provider, providing dial-up, DSL and fixed wireless broadband Internet services. Today, the company provides connectivity for customers who span the landscape from residential to enterprise using technologies that include leased lines, unlicensed wireless, licensed wireless, and fiber optics. Also, the company provides managed hosting services including virtual machine, web/email, and offsite backup storage. And finally, the Company’s technology services group leverages its enterprise knowledge of networking, software, storage, and telephony technologies to provide design, installation, and continued supported around key technologies from companies such as VMware, Cisco UCS, IBM, Veeam and Microsoft.

ABOUT THE POSITION

This representative will manage the Outside Plant Construction division of our business and be responsible for the construction, maintenance, and repair of the physical infrastructure of Joink’s fiber optic outside plant.

This representative will be responsible for managing the safe and effective construction of outside plant, including repairs to existing plant, through a captive team of employees and/or subcontractors, in accordance with mutually agreed upon best practices and production targets with executive management.

This representative will manage multiple crews that currently work Monday – Thursday, 4-days per week, 10 hours per day.

ESSENTIAL FUNCTIONS

  1. Gather and submit employee time and production records for prior day to Operation Assistant daily.
    • Review and approve same within 24 hours of being made available in Salesforce
  2. Develop production goals that drive utilization of team
    • Forecast number of workers needed for a week
    • Dismissing employees when there is not enough meaningful work
    • Limit overtime of employees to a necessity only (2 hours per employee per day without Supervisor’s approval)
    • Check weather reports, adjust plans, and send teams home as necessary to keep payroll dollars balanced with production objectives
  3. Utilize effective management techniques and routine inspections to minimize overtime and maximize production all while developing talented leadership below you
  4. Identify and implement efficient plans on rework and discipline employees who fail to keep production quantity and quality at reasonable levels
    • Generate written disciplinary records, including contracted employees
  5. Hold morning safety, production goals, and professional responsibility meetings in compliance with OSHA and other regulatory agencies and Joink Outside Plant Standards with the respective crew leads and their assistants
    • Provide brief notes of meeting in an email to VP of Operations/HR Specialist
  6. Hire, fire, develop professional development and training plans, and perform employee performance reviews for direct reports
  7. Painting or directing of painting proposed drill paths based on engineered plans
  8. Opening locate tickets or coordinating opening of tickets with 811 and following up on locates to be sure all suspected utilities have been marked prior to construction
  9. Document all utility markings before construction commences
    • Photos to be taken after locates have been painted
  10. Document pre-existing condition of construction areas
    • Photos to be taken before construction
  11. Modifying the proposed path as necessary with the assistance of the Engineering department to ensure it can be constructed safely and in a timely manner
  12. Provide daily progress reports and next-day/next-week production goal outlines to Supervisor for review and input
  13. Mentor and develop OSP Crew Supervisors/Crew Leads so that they may primarily lead but be able to fill in for any direct or indirect reports as necessary to ensure construction stays on track
  14. Regularly visit production sites throughout the day to confirm all safety precautions are being taken and all construction is meeting Joink’s requirements
  15. Disseminate and collect materials such as preexisting photos, plans, pot hole sheets, redlines and tracking logs back to Engineering as Joink’s document workflow describes
  16. Work closely with Joink’s Engineering Team and always maintain a very high attention to detail and personal and professional commitment to “getting it right the first time every time”
  17. Be onsite for any utility hit by Joink construction crews and collect necessary documentation of utility hit.
  18. Always operate in a manner that promotes personal, team, and property safety
  19. Monitor production materials and provide feedback to Supervisor and Purchasing Associate
  20. Propose capital purchase items such as vehicles and equipment and tools to Supervisor
  21. Perform routine purchases and work with Senior Analyst to maintain stocking inventory requirements, following all related policies and procedures
  22. Vehicle maintenance and emergency repair
    • Preventative daily maintenance
    • Daily inspections and documentation of equipment and vehicles
    • Provide training for maintenance and inspections to be done by employees
    • Emergency repairs and overnight shipment must receive Engineering Manager approval first
    • Provide status report back regarding equipment conditions
  23. With support of Technical Writer, develop and provide employee training for OSP construction employees
    • Training to consist of:
      • Equipment Operation
      • Company Construction Standards
      • Company Policies

QUALIFICATIONS

Key qualifications required to fill this position are:

  • Relevant outside construction management experience
  • OSHA certification
  • Experienced in all aspects of the positions reporting to you
    • Using cutting tools, jackhammers, and other abrasive tools to remove surface
    • Operating vacuum excavators, exposing utilities
    • Understanding 811 rules and Indiana code as it relates to ensuring our proper and legal installation of utilities
    • Operating directional drill, tracking equipment, and pulling back product
    • Blowing fiber optic cable into existing duct
    • Splicing fiber optic cable in accordance with cut sheets, properly loading and sealing splice cases
    • Restoring surfaces and interacting with vendors who perform such services for Joink
    • Performing all of the above in accordance to Joink’s specifications
  • Possess or obtain a valid commercial driver’s (CDL) license and clean driving record
  • Mechanical knowledge (diesel/gas engine, hydraulics, pneumatics) a plus
  • Candidate must be willing to reside near or commute to Terre Haute, Indiana.
  • Ability to work after hours or on weekends occasionally as required for callouts, emergency locates, or emergency repairs
  • Able to work some overtime as needed and/or without advance notice

WORKING CONDITIONS

  • Monday – Thursday, 4-day per week, 10-hour per day schedule
  • Almost exclusively outside, year round
  • Ideal conditions will be 20 degrees Fahrenheit and above. Work will likely be reduced to emergency repairs when temperatures fall below that threshold.
